We are looking for a transformational IT leader highly experienced in Enterprise Architecture who builds high-performing teams, leads with positivity, confidence, commitment, and resilience. Need to be based in Portugal and will report to the Chief Information Officer.

Role and Responsibilities : Develop Enterprise Architecture capability

  • Together with the CIO and Technology Leadership Team (TLT) design the next chapter for TLS’s global EA operating model tailored to TLS business objectives to maximize the business value of technology and accelerate digital transformation and innovation for our government clients, citizens, and TLS business operations.
  • Define EA artifact taxonomy, standards, guidelines, procedures, templates, and tools.

Define enterprise architecture vision for custom visa, consular, and citizen services

  • As an individual contributor and the leader of the EA team:

  • Define an end-to-end enterprise architecture vision for TLS’s visa, consular, and citizen services, building upon TLS product portfolio complemented with third-party services and products.

  • Maintain the end-to-end strategic enterprise architecture perspective. Define and document the building blocks that make up our business and their interrelationships as well as the principles guiding their design and evolution, to enable a secure, agile, and cost-efficient delivery of operational and strategic objectives.

  • Collaborate with the Sales and Business Operations teams to develop and sell compelling, modern, innovative solutions that win new business and deliver growth. Sales support is a significant component of this job and the ability to develop visual artifacts and narratives from different viewpoints, for different audiences, is crucial.

  • Facilitate reinventing and optimizing TLS business capabilities, processes, and total experience—how citizens, government case workers, and TLS employees interact with our brand and services across multiple channels.

  • Increase efficiency through technical debt reduction. Identify transformational opportunities to increase cost-efficiency, resilience, and security. Plan transformation projects, develop business cases, secure executive buy-in, approvals and funding. Contribute to technology roadmap planning.

  • Evangelize and drive decision making with TLS’s business-technology principles to ensure we deliver services that are secure, CX-led, compliant, agile, resilient, sustainable, and cost-efficient.

  • Ensure that the architecture and standards are effective in supporting TLS transformation and vision.

  • Ensure that appropriate and up-to-date architecture blueprints exist.

  • Lead the definition of target state and transitional architectures.

Provide Enterprise Architecture guidance and governance to product development teams

  • Provide guidance on product/detailed design activities.
  • Provide end-to-end architecture leadership for client delivery programs that involve multiple products from TLSdigital portfolio.
  • Lead architecture forums responsible for conducting reviews to ensure product/software design decisions enable and implement the architecture vision and are conformant to business-technology principles, architecture standards and guidelines, and reference architectures.

Facilitate digital business innovation

  • Make sure that we strike the right balance between technology standardization and business-focused innovation enabled with emerging technologies and technology trends.
  • Track and evaluate emerging technologies and map them back to the business model to identify how they can create opportunities.
  • Act as a data-driven innovation leader passionate about solving business’s, clients’ and citizen’s problems with creative use of emerging technologies.

Transformational leadership

  • Lead with positivity, focus on solving problems.
  • Build trust and collaborate with organizational stakeholders, including Business Operations, Sales, Finance, and HR.
  • Establish collaboration with domain architects (Security, Infrastructure, etc) and Engineering Managers.
  • As a member of the TLT, participate in TLT work and decision making, represent the Technology department in various meetings, be a role model for the organization, led by example embodying our corporate values and the principles of ownership, transparency, collaboration to get stuff done.
  • Mentor and coach domain architects (e.g. infrastructure, security).

Skills & Requirements

  • 15+ years of experience in Enterprise Architecture
  • Solid track of success in positions like: Head of Architecture, Head of Enterprise Architecture, Director of Architecture, Director of Enterprise Architecture
  • TOGAF certified
  • Cloud architecture knowledge, preferably AWS
  • Good working knowledge of Cloud-Native DevOps concept and its implementation options
